Background
On April 18, 2005, the Minister of Citizenship and Immigration Canada (CIC) announced measures to speed up the processing of applications for parents and grandparents as members of the family class. He also announced that visa officers would be more flexible in issuing temporary resident visas (TRV), including multiple-entry visas, to parents and grandparents:
-who have applications for permanent residence in process, and
-who wish to visit but do not intend to immigrate to Canada.

These measures will be monitored closely to ensure that they do not cause additional pressures on in-land humanitarian and compassionate or refugee processing.

Operational guidelines

This Operational Instruction is meant to complement the TRV assessment procedures found in OP 11. While not all of the following guidelines are applicable to both groups (those who wish to become permanent residents and those who do not), their intent is to assist officers in deciding when the issuance of a TRV is warranted.

Intent to become a permanent resident does not preclude a person from being a temporary resident. If a parent or grandparent intends to become a permanent resident eventually but can satisfy an officer on a balance of probabilities that they will leave Canada at the end of the authorized period of stay, officers will normally be able to issue a TRV (single- or multiple-entry visa).
